Winter Hill Plan Implementation

The Winter Hill Neighborhood Plan was finalized in November of 2016. It highlights three key actions:

  1. Prioritize interaction and involvement with community members.
  2. Develop a pro-business environment by rejuvenating the Broadway commercial main street.
  3. Reconnect Winter Hill to the rest of the city, both physically and culturally.

Since the plan was adopted by Planning Board, the City has undertaken many efforts to pursue the goals outlined in the plan. This includes the Winter Hill in Motion project, meeting with the local neighborhood association and providing technical assistance to businesses in the neighborhood.

Exploring actions on the vacant Star Market site

One of the City’s biggest priorities in the neighborhood is currently the Star Market site on Broadway, which has been vacant since 2007. That this large, centrally-located site has been blighted for so long has been a frustration to the surrounding community.

From June 2019 through March 2020, City staff hosted meetings, 1:1 conversations, and office hours to explore whether the community would be interested in the City taking aggressive action on the site. Specifically, did residents want the City to use eminent domain to take the property? The notes from these meetings are available in the news feed section below, and are summarized in our April 2020 presentation to the Somerville Redevelopment Authority (SRA). The general consensus from our outreach is that the community would like the SRA to pursue an urban renewal plan in Winter Hill, focusing on both the Star Market site and other opportunities in the neighborhood.

Next Steps:

City staff is currently drafting an urban renewal plan that meets the legal requirements set forth by the state and incorporates the community feedback received over our months of discussions. There will be a public hearing for the plan before it is approved.
